What are the certified payroll rules in New York?
New York requires certified payroll on public work under Labor Law Article 8, with no dollar threshold. Since the end of 2025, contractors and subcontractors must be registered with the state and submit certified payroll electronically through the MPWR portal every 30 days. A federal WH-347 alone does not satisfy the state requirement.

Does the federal WH-347 work in New York?
No. Article 8 work requires electronic submission through the state MPWR portal, so WH-347 alone does not satisfy New York's requirement. WH-347 still applies to federally funded projects.
