What is a WH-347 form?

Form WH-347 is the U.S. Department of Labor's optional certified payroll report for federal construction contracts. Contractors and subcontractors on Davis-Bacon jobs submit it (or an equivalent) weekly, listing each worker's classification, hours, wage rate, fringe benefits, and deductions, with a signed Statement of Compliance.

Who is required to file certified payroll?

Every contractor and subcontractor, at any tier, working on a federal or federally assisted construction contract over $2,000 must file certified payroll weekly under the Davis-Bacon Act. Many states impose parallel requirements on state-funded projects. Prime contractors are responsible for collecting their subcontractors' reports.

What is the penalty for certified payroll violations?

Enforcement runs on back wages plus interest, withheld contract payments, and debarment: a three-year bar from covered contracts. Overtime violations add liquidated damages of $33 per worker per day under CWHSSA. Falsifying a certified payroll report is a federal crime punishable by fines or up to five years' imprisonment.

Is my payroll data safe here?

Is certified payroll required for subcontractors?

Yes. Subcontractors at every tier on a covered Davis-Bacon project must submit certified payroll for each week covered work is performed. Reports flow up through the prime contractor to the contracting agency. The subcontractor, not the prime, signs and is liable for its own reports.

How do I find the prevailing wage for my project?

Prevailing wages come from the wage determination attached to your contract, published at SAM.gov. Look up rates by state, county, and construction type (building, residential, heavy, or highway), then match each worker to a labor classification. Your contract's wage determination, not the newest one, controls.

Does QuickBooks do certified payroll?

Partially. QuickBooks Online generates WH-347 reports only on its top-tier Payroll plans, and QuickBooks Desktop produces an Excel-based substitute that some state agencies and portals don't accept. Most small subcontractors on prevailing-wage jobs pair QuickBooks with a dedicated certified payroll tool instead.
